WenChang Tan has been successfully served as the chief assistant of Changsha YueLu district, the office director of Changsha Tianxin District Committee, the deputy director of Changsha City Public Utilities Bureau, the construction department minister of the Changsha West Dahe Leading District Project, the chief of Building & Environmental Protection Bureau of the National level Hunan Xiangjiang New District Management Committee, Director of Management Committee of the National level Liuyang Economic and Technological Development Zone, Hunan Province, China.

He is very experienced in terms of theory and practice of major projects planning and construction, site development management, ecological environment protection, green ecological city development, public service supporting areas. He has accumulated rich practical experience in major project planning, construction and industrial development, and as the leading executive, he has organized and completed the BOT, TOT, PPP operation and implementation of ecological environment and public services projects, including water supply, sewage treatment, roads, energy saving and green building areas. As the leading executive, he has hold and organized the 8th China Town Water Affairs Conference, and the 11th Urban Development and Planning Conference and other important international conferences. He has issued several research articles, such as《Overall Planning, Construction and Management, the Three Major Link System, to Promote Green Livable New Town Development》，《the Practicing and Thinking of Coordination to Promote Green + Wisdom City Construction》,etc.
