Mayor, City of Cuenca, Ecuador


Civil Engineer with a Master of Science from the University of London, a postgraduate study about Research in Groundwater by the Hebrew University of Jerusalem, Israel, and 20 years of experience as a politician. Since May 2014, he serves as mayor of Cuenca for the second time. He represents the city on the Executive Bureau and the World Council of United Cities and Local Governments(UCLG), he is the President of the Andean network of the Latin American Centre for Strategic Urban Development (CIDEU). During his current administration, Cuenca was headquarter of one of the previous Habitat III Thematic Conferences. He has also been President of the Andean Advisory Council of Municipal Authorities and President of the Organization of World Heritage Cities (OWHC). He was Prefect of Azuay during two periods, from 1996 to 2000 and from 2000 to 2004. He served as President of the College of Civil Engineers of Azuay and Ecuador, Dean and Assistant Dean of the Faculty of Engineering of the University of Cuenca, where he was also a professor.
