Mr. Lu has long been engaged in the international exchange and cooperation in the field of human settlements. Under his leadership, GFHS, a non-profit international organization, was granted the Special Consultative Status with ECOSOC. As of October, 2015, the annual session of Global Forum on Human Settlements has been successfully held in China, USA, Brazil, Germany, Colombia and Ecuador for 11 consecutive years. It has provided a platform for high-level dialogue for local governments, NGOs, business sector and academic community in various parts of the world, contributing its own efforts to the building of sustainable cities and human settlements, and the implementation of the United Nations Habitat Agenda.

Mr. Lu actively engages in low carbon city research and promotion. He organized international experts to formulate the Standards for International Green Model City (IGMC) , and has been making persistent efforts in promoting sustainable urban development and new-type urbanization. He also participated in drafting important declarations and outcome documents, and is the chief editor of Water and Human Settlements in 21st Century (in both Chinese and English)and other books.

Mr. Lu also serves as the Chief Editor of the World Best Practices Magazine (Asia-Pacific Edition) which is committed to spreading the forward-looking information, research results and best practices on global sustainable cities and human settlements, summarizing and reporting the efforts and achievements in China's sustainable development, and facilitating Chinese and foreign exchange and cooperation in the area of human settlements.

As the main initiator, Mr. Lu founded in 2015 Better City Institute which is positioned as the high-level think tank for sustainable cities and human settlements and committed to implement the 2030 Agenda for Sustainable Development and the guidelines from China Central Urban Work Conference, and contribute to make cities and human settlements inclusive, safe, resilient and sustainable.

Due to his outstanding contribution to the promotion of United Nations Agendas, Mr. Lu was granted the 2016 United Nations Spirit Award in New York city during 71th anniversary of the United Nations.
